Guardian Dashboard

This hosted placeholder replaces the old repository-root dashboard placeholder. It should become the durable Guardian/Bridge operations view: active tasks, agent health, approvals, tool calls, mirror status, and emergency-stop posture.

The primary Lantern Core dashboard already exposes the Vogon controls. This page is intentionally small until we wire it to durable Guardian store queries in the next phase.
